After Report Conclusions are Queried Recession may Cause Delays

CALIFORNIA – US – After last weeks report that there were questions over the authenticity of results which showed particulate pollution kills 3500 per year in the state, when an employee’s qualifications proved false, the California Air Resources Board (CARB) who are the body responsible for administering environment contamination may now delay introduction of their controversial diesel truck and bus legislation.

During a hearing last week evidence was produced to show that pollution levels were down more than 20%, due mainly to the lower number of trucks on the road in a harsh financial climate. No final decision has yet been reached but the signs are that the legislation will not be implemented in 2011 as originally planned. There will be a further meeting in April to discuss the situation, but last week saw dozens of trucking company representatives give evidence that they simply cannot afford to make the necessary upgrade to their fleets at this time.

The costs to vehicle owners state wide is estimated at around $4 to $5 billion, and the evidence is, with pollution by vehicles working the main ports down by up to 80% due to the switch to cleaner trucks, or older models retro fitted with emission scrubbing technology, the new legislation may not be as urgently required as was initially envisaged,

As it stands many rigs need to comply with the new regulations by 1st January 2011 with other categories following after so that almost all vehicles come under the rules by 2014, Now it is probable that truck fleets will be told that a certain percentage of their lorries must be compliant by a certain date with the others following in batches. The rules for port delivery vehicles are due to be implemented by New Years day 2010 but the American Trucking Association case against the Port of Los Angeles will not be heard by then so there will be some delay in activating the legislation there whilst the Court considers.
